Retiring in Mendoza, Argentina (2026): Residency, Healthcare, Costs

How retirees from the US, Canada, and the UK can live in Mendoza: the pensionado residence, health insurance rules after 2025, monthly costs, climate, safety, and flights home.

Short answer

Retirees can live in Mendoza on a pensionado temporary residence, which in October 2026 requires a regular pension of at least five times Argentina's minimum wage, about ARS 1,956,000 or roughly USD 1,270 a month. Since 2025, temporary residents need health insurance or must pay for non-emergency public care. Mendoza offers sunshine, wine country, private hospitals, and one-stop flights to the US through Panama, but buying a home does not give residency.

The residence permit for retirees: pensionado

Argentina has a specific temporary residence for people living on a pension: residencia temporaria como pensionado. You apply online through Migraciones' RaDEX system from inside Argentina, with a certificate from the government, international body, or company that pays your pension showing a regular, permanent payment of at least five times the national minimum wage (Salario Mínimo, Vital y Móvil). The permit lasts one year and can be renewed (Migraciones).

The minimum wage is adjusted during the year, so the threshold moves. In October 2026 the minimum wage is ARS 391,200, which puts the pension floor at ARS 1,956,000 a month (about USD 1,270 at the Banco Nación rate of October 9, 2026). From November 1 the minimum wage rises to ARS 398,800. Check the figure on the day you apply.

If your income comes from investments or rent instead of a pension, the rentista category has the same five-times-minimum-wage floor. See does buying property in Argentina grant residency? for both routes.

  • Pension certificate, apostilled and translated by an Argentine sworn translator.
  • Valid passport and criminal record certificates from every country where you lived more than one year in the last three years.
  • Proof of address in Argentina: a lease or your property title.
  • Since Decree DNU 366/2025, a temporary residence can be cancelled after more than six months outside Argentina, and address changes must be reported within three business days (Official Gazette, May 2025).

Healthcare: insurance is now part of the plan

Decree DNU 366/2025 changed the rules for foreigners. Non-permanent residents, which includes retirees on a pensionado permit, must have health insurance or pay in advance for scheduled care in national public hospitals; emergencies remain free. Mendoza province has charged non-resident foreigners for public care since August 2024 (Chequeado, August 2026).

In practice most foreign retirees use private care. Argentina's private health plans (prepagas) such as OSDE and Swiss Medical operate in Mendoza; October 2026 list prices started around ARS 290,000 to 350,000 a month for a 30-year-old, and plans for people over 65 cost considerably more. Ask for a written quote for your age, and check pre-existing condition rules before you move. Official plan prices by age band are published by the health regulator (SSSalud).

Mendoza city has several private hospitals, including Hospital Italiano, Hospital Español, and Clínica de Cuyo, plus the UNCuyo university hospital. In San Rafael, Hospital Schestakow is a public high-complexity hospital with a coronary unit.

Taxes need individual advice. Foreigners living in Argentina for reasons other than work generally become Argentine tax residents from their 13th month. Argentina has tax treaties with Canada, the UK, and several EU countries, but not with the United States (PwC Tax Summaries). Talk to a cross-border tax adviser before you apply for residence.

What it costs to live in Mendoza

Crowd-sourced figures from Numbeo (September 2026) put monthly costs for a single person at about USD 780 excluding rent. A one-bedroom apartment rents for about USD 550 in the centre and USD 350 outside it; utilities for an 85 m² apartment run about USD 145. A mid-range dinner for two costs around USD 50, and a good bottle of local wine about USD 5 (Numbeo).

Plan in dollars but watch peso inflation: consumer prices rose 33.5% in the year to August 2026 according to INDEC. When the peso is stable against the dollar, costs measured in dollars rise.

Climate, nature, and natural hazards

Mendoza is high desert at the foot of the Andes. Official 1991-2020 normals for Mendoza airport show about 2,976 hours of sunshine a year (around 8 hours a day), only 238 mm of rain, January highs near 33°C, and July lows around 2°C. The Zonda, a hot, dry wind off the Andes, blows between May and November.

Mendoza is an earthquake region: the 1861 earthquake destroyed the old city. Modern buildings follow Argentina's seismic code (INPRES-CIRSOC 103), so ask for the structural documentation of any house you buy and use a local engineer for new construction.

Safety and getting home

The US State Department rates Argentina Level 1, "exercise normal precautions" (July 2026). Canada's travel advice notes that petty crime and muggings occur in Mendoza, including around Parque San Martín. Mendoza province recorded 3.1 homicides per 100,000 people in 2025, below the national rate of 3.6.

Flights home are one stop: Copa flies nonstop between Mendoza and Panama City, with connections to 17 US cities, and Buenos Aires is under two hours away. See getting to Mendoza from the US and Canada.
